Abstract
When Minority led CDEs are deprived an allocation of NMTCs and minority small businesses are deprived an investment, successes for minority communities are not as plentiful and economic gains are not shared in the community. Putnam (2000) believes economic empowerment of individuals in and from low-income communities can result in positive impacts to community dynamics, such as a reduction of disparities and enhance social cohesion. According to Putnam (2000) having examples of success breeds more success and often creates a community of individuals who form ties.
